Large shields are generally avoided by aquatic creatures because they create a lot of drag when moving underwater. It can be reduced by turning the shield to make its edge facing forward - at the cost of losing its protection. Turning it back into combat-ready position requires a lot of muscle in addition to wuick reaction... Or taking a risk of being hit, which defeats the purpose of carrying a shield. Only some serpentine warriors possess enough raw strength to take the first option.
