Gnome Skywatch

Baloons have a limit for how big they can be without getting unstable and too hard to control. A way around this limit is flattened shape. It allows to make air sack bigger with same area exposed to the wind. Increased size leads to increased carrying capacity which allows to carry more cargo - or make air sack from tougher fabric and divide it into multiple sections for greater durability. Latter design is used as mobile watchtowers.
