Keeps are the central buildings of cities, which serve as command centres of an army.To build a keep building right click a builder on a castle keep tile. You can recruit in castles with keep buildings only. Different keep buildings can recruit different units. To upgrade a keep building right click the building. A keep can be upgraded only if it is NOT next an enemy unit.
Cities are the backbone of kingdoms and dominions. City Hall allows commanders to build a fully operational army.+3 income every turn.
