These kits got bored with their deadly toy in favour of more mobility and sneakyness, so they gave it some more precision at the cost of a bit of firepower. Yet that still isn't enough so they keep mumbling between themselves and sneaking around looking for something. It's clear they're up to something no good, they just didn't find a way to express it deadlily enough yet.
