After studying the evolution of the battle tactics of the civilian survivors, Pax found that in terms of range combat, it was more effective for a sniper to have a single definite blow than a series of smaller blows. By overcharging their weapons, Headhunters can launch a single devastating blow. The cost however, is the amount of time it take to clean the weapon afterwards, and does not allow time for second shots.
