Mages don't have an easy life in the Empire. They may either work under strict conditions for the inquisition and their masters, or live in hiding, ever a target for roving witch hunters. Death and torture (in random order) awaits those who don't succeed at either.
Survivors feed the ranks of flagellants - broken, brainwashed madmen all too happy to inflict pain on themselves and others alike to repent for made-up sins. A tasty treat for empirial nobles and commanders. After all, who else would be qualified enough to make up those sins.
